Why San Diego has so many assumable loans

That is the supply side of the assumable market here, and it is genuinely deep.
The problem is the gap, not the rate
San Diego is also one of the most expensive housing markets in the country, and that changes the arithmetic in a way buyers from cheaper markets do not expect.
An assumption transfers the loan, not the equity. The buyer pays the difference between the sale price and the remaining loan balance in cash. In a market where homes bought in 2020 have appreciated substantially, that difference is large.

A seller who has owned since 2020 may be paying tax on a much lower assessed value than a buyer will after the sale. The assumed loan keeps the seller's interest rate. It does not keep the seller's tax bill, and an escrow figure based on the current owner's taxes will understate what the buyer actually pays.
Transfer taxes. California counties charge a documentary transfer tax on the sale, and some cities add their own. The property still conveys in the ordinary way in an assumption, so these apply as they would in any purchase.
