VA Assumable Homes in Charleston, SC
Joint Base Lindsey Graham, three counties with different price tiers, a deed fee that skips the assumed balance, and coastal insurance to budget for.
Joint Base Lindsey Graham
Charleston's military anchor was renamed in August 2026. Joint Base Charleston became Joint Base Lindsey Graham at a ceremony on August 10, honoring the late senator and 33-year Air Force officer, as reported by Stars and Stripes and Military Times. Listings, loan files and deeds will carry both names for years. The base joins the Air Base in North Charleston with the Naval Weapons Station in Goose Creek; its 628th Air Base Wing supports more than 60 agencies and roughly 90,000 personnel, per the wing's fact sheet. Naval Information Warfare Center Atlantic adds a large civilian and contractor workforce, and Parris Island and MCAS Beaufort sit about 70 miles south.
C-17 crews, nuclear power school students and their instructors, and NIWC engineers all buy in Goose Creek, Hanahan, Summerville, Ladson and Moncks Corner far more than in the city itself, because of price.
Three counties, three price tiers
The Charleston Trident Association of REALTORS' August 2026 county reports show why the county line matters:
| County | Single-family median, Aug 2026 |
|---|---|
| Charleston | $767,000 |
| Berkeley | $423,055 |
| Dorchester | $405,000 |
The region's all-residential median was $430,000, and prices rose roughly a third from 2020 to 2022 per South Carolina REALTORS' annual reports.
A Goose Creek home bought for $310,000 in 2021 with a VA loan might carry a balance near $283,000 and sell for around $420,000. The gap, roughly $135,000, is in the Tampa range. On the peninsula, Mount Pleasant or Daniel Island the same math produces gaps well above $250,000, closer to the San Diego pattern. How much cash do I need covers funding it, and the assumable mortgage rate gap covers when the assumed rate still justifies it.
The deed fee skips the assumed balance
South Carolina's deed recording fee is $1.85 per $500 of value under S.C. Code 12-24-10, with the seller primarily liable. Section 12-24-30(B) deducts any lien that remains on the property after the transfer, and Regulation 117-1350 confirms that a sale for cash plus an assumed mortgage is valued at the cash. On the Goose Creek example the fee drops from about $1,550 to about $510. The deed or affidavit must recite the assumed mortgage's recording reference and remaining balance.
The tax bill resets with the deed
An owner-occupied legal residence is assessed at 4 percent under S.C. Code 12-43-220(c) and is exempt from school operating millage; anything else is assessed at 6 percent without that exemption. The ratio does not transfer: the new owner applies before the first penalty date, and active-duty members with a permanent duty station in South Carolina qualify regardless of domicile. A deed transfer is also an assessable transfer of interest under Act 388, S.C. Code 12-37-3140, which removes the 15 percent reassessment cap and revalues the home at the sale price.
At the 4 percent ratio, an owner-occupied home works out to roughly 0.6 percent of value a year in the City of Charleston, 0.65 percent in Berkeley County and 0.85 percent in Dorchester District 2, based on the S.C. Association of Counties millage tables. A long-tenured seller's bill understates the buyer's.
A veteran rated 100 percent permanent and total is exempt on the home and up to five acres under S.C. Code 12-37-220(B)(1); the exemption belongs to the veteran and does not transfer.
Wind, flood, and the coastal line
Charleston insurance has two layers that an inland assumption never sees.
Wind. The state wind pool, the South Carolina Wind and Hail Underwriting Association, covers only the coastal area defined in S.C. Code 38-75-310: the barrier islands and everything east of the Intracoastal Waterway north of the city, among other described areas. Goose Creek, Summerville and most of North Charleston are outside it and insure through the regular market; Isle of Palms, Sullivan's Island and Folly Beach are inside it. Which side of the line a home sits on changes the premium materially.
Flood. The City of Charleston puts it plainly: every property in the city is in a flood zone, though not every property is in FEMA's special flood hazard area where lenders require coverage. The city's Community Rating System class earns up to a 20 percent NFIP discount. Flood maps at FEMA's map service settle the question for a given address, and the seller's escrow reflects the seller's policy and elevation certificate, not the buyer's quotes.
Foreclosure is judicial under S.C. Code 29-3-630.
Entitlement, timelines, and finding them
The seller's VA entitlement stays with the loan unless an eligible veteran buyer substitutes their own; VA entitlement and substitution covers it. The 0.50 percent funding fee under 38 U.S.C. 3729 applies unless exempt. Servicer timelines of weeks to months are covered in the assumption approval process; how to find assumable mortgage listings covers the search, and current VA assumable listings show the assumed rate and remaining balance together.

Common questions
- Is it Joint Base Charleston or Joint Base Lindsey Graham?
- Joint Base Lindsey Graham since August 10, 2026. Listings, loan files and deeds will carry both names for some time.
- Does the seller pay the deed fee on the assumed loan balance?
- No. Section 12-24-30(B) deducts a lien that remains on the property, and Regulation 117-1350 values a cash-plus-assumption sale at the cash paid, provided the deed recites the assumed mortgage and its balance.
- Is the whole Charleston area in the wind pool?
- No. S.C. Code 38-75-310 limits the South Carolina Wind and Hail Underwriting Association to described coastal areas such as the barrier islands and land east of the Intracoastal Waterway north of the city. Goose Creek and Summerville are outside it.
- Why do Berkeley and Dorchester counties have so many more assumable listings than Charleston County?
- Price. Charleston County's single-family median was $767,000 in August 2026 against about $420,000 in Berkeley and $405,000 in Dorchester, and most base families buy where the gap is reachable.
