VA Assumable Homes in Tampa, FL
MacDill Air Force Base sits four miles from downtown. Florida's stamp tax on assumptions, the Save Our Homes reset, and coastal insurance shape every deal.
MacDill, four miles from downtown
MacDill Air Force Base occupies the tip of the Interbay Peninsula, closer to a city center than almost any major installation. It hosts the 6th Air Refueling Wing along with two joint combatant commands, U.S. Central Command and U.S. Special Operations Command, and dozens of mission partners, per the base's fact sheet. The joint headquarters bring senior officers and long-tenured civilians as well as rotating airmen, and the housing they use spreads from South Tampa across the bay to Brandon, Riverview, Wesley Chapel and, over the bridges, Pinellas County.
Command staff tours and refueling wing rotations both generate moves on fixed dates, and the 2020 and 2021 vintage of VA loans in these neighborhoods is deep.
The gap
Tampa was one of the fastest-appreciating large metros in the country. The FHFA index shows the metro up about 61 percent from early 2020 to the end of 2022. Greater Tampa REALTORS reported an August 2026 single-family median around $402,000, down a little over 1 percent from a year earlier.
A Riverview home bought for $300,000 in 2021 with a VA loan might carry a balance near $275,000 and sell for around $400,000. The gap, roughly $125,000, is what the buyer brings on top of closing costs. How much cash do I need covers funding it, and the assumable mortgage rate gap covers when the assumed rate still justifies it.
Florida's stamp tax applies to the assumption
Florida treats an assumption as a taxable event in two ways, and the rules are statewide.
On the deed. Documentary stamp tax runs $0.70 per $100 under Fla. Stat. 201.02, and Rule 12B-4.013 counts the balance of any mortgage on the property as part of the consideration. The tax is computed on the assumed balance plus the cash paid, not the cash alone.
On the note. Rule 12B-4.053(19) treats the assumption of a note and mortgage as a taxable renewal under Fla. Stat. 201.08 at $0.35 per $100 of the balance. The nonrecurring intangible tax generally does not apply a second time under Fla. Stat. 199.145(3) when it was paid originally and the balance is unchanged.
On a $275,000 assumed balance the two stamp taxes total roughly $2,900 before title and recording. All parties are liable under the statute; who pays is set in the contract.
Save Our Homes resets, and the tax bill is not the seller's
Florida's Save Our Homes cap limits assessed value growth on a homestead to 3 percent a year. It is the seller's cap. After a change of ownership the home is reassessed at just value the next January 1 under Fla. Stat. 193.155, and the buyer files for a fresh homestead exemption under Fla. Stat. 196.031. Hillsborough's effective rate is roughly 0.8 percent of value, so a seller who bought in 2015 may be paying on a value well under half of today's; the buyer will not. A larger homestead exemption is on the November 2026 ballot, so figures can change.
Disabled veteran exemptions, from $5,000 under Fla. Stat. 196.24 to a full exemption under 196.081, belong to the owner.
Insurance is the other payment
Tampa Bay is a coastal market, and the escrow line for insurance often rivals the interest line. Florida's Office of Insurance Regulation put the average admitted-market premium near $3,300 in 2025, per Insurance Journal, and Citizens remains the insurer of last resort, available only when private offers exceed its premium by more than 20 percent. Flood is separate: the City of Tampa's Community Rating System class earns a 25 percent NFIP discount inside the special flood hazard area and 10 percent outside, and South Tampa, Apollo Beach and the Pinellas beaches carry substantial flood exposure. The seller's escrow reflects the seller's policies and the seller's premium history; a new owner's quotes belong in the estimate.
Foreclosure is judicial under Fla. Stat. 702.01.
Entitlement, timelines, and finding them
The seller's VA entitlement stays with the loan unless an eligible veteran buyer substitutes their own; VA entitlement and substitution covers it. The 0.50 percent funding fee under 38 U.S.C. 3729 applies unless the buyer is exempt. Servicer timelines of weeks to months are covered in the assumption approval process; how to find assumable mortgage listings covers the search, and current VA assumable listings show the assumed rate and remaining balance together.

Common questions
- Does Florida charge documentary stamp tax when a loan is assumed?
- Yes, twice. The deed is taxed at $0.70 per $100 on consideration that includes the assumed balance, and Rule 12B-4.053(19) treats the assumed note as a taxable renewal at $0.35 per $100. The intangible tax generally does not apply again.
- Can I keep the seller's Save Our Homes assessment?
- No. The cap resets to just value the January after a change of ownership, and the buyer files for homestead fresh. A long-tenured seller's tax bill is not a guide to the buyer's.
- Can a Tampa buyer get Citizens insurance?
- Only when private offers are more than 20 percent above the Citizens premium, under Fla. Stat. 627.351(6). Flood coverage is separate, and Tampa's Community Rating System class earns an NFIP discount.
- Why is MacDill such a strong source of assumable loans?
- It hosts the 6th Air Refueling Wing plus Central Command and Special Operations Command, so both rotating airmen and long-tenured joint staff buy locally, and moves happen on fixed dates.
