VA Assumable Homes in Columbia, SC
Fort Jackson trains half the Army, prices stay under $300,000, and South Carolina's deed fee skips the assumed balance. The tax reset is the number to check.
Fort Jackson and McEntire
Fort Jackson, on Columbia's east side, is the Army's largest initial entry training center. The post's own history page says it trains half of all soldiers entering the Army each year, roughly 35,000 through basic combat training and 8,000 through advanced individual training, on 51,000 acres with close to 3,500 civilian employees and a retiree community of more than 46,000. McEntire Joint National Guard Base in Eastover hosts the South Carolina Air National Guard's 169th Fighter Wing and its F-16s.
Training posts generate a different pattern from operational ones. The trainees rotate through in weeks and do not buy homes, but the drill sergeants, cadre, instructors, medical staff and their families do, on two and three year tours, in Northeast Columbia, Blythewood, Elgin and across the river in Lexington and Irmo. Add the retiree population and the Guard, and Columbia carries a substantial pool of VA loans from the 2020 and 2021 vintage.
The gap stays reachable
Columbia never had a coastal-style boom. The Consolidated MLS median for all residential sales was $282,000 in August 2026, up about 1 percent from a year earlier, with single-family homes at roughly $291,000 over the trailing twelve months, per South Carolina REALTORS and the CMLS market overview. The metro median rose about a third from 2020 to 2022, per the association's annual reports.
A Lexington home bought for $230,000 in 2021 with a VA loan might carry a balance near $210,000 and sell for around $285,000. The buyer brings roughly $75,000 on top of closing costs, a gap in the Fayetteville and Killeen range. How much cash do I need covers funding it.
South Carolina's deed fee skips the assumed balance
South Carolina charges a deed recording fee of $1.85 per $500 of value under S.C. Code 12-24-10, with the grantor primarily liable under 12-24-20. On its face that would be about $1,050 on a $285,000 sale. But 12-24-30(B) allows a deduction for any lien that existed on the property before the transfer and remains on it after, and Regulation 117-1350 walks through exactly this case: a sale for cash plus an assumed mortgage is valued at the cash alone. On the example above the fee falls to about $280, and the deed or affidavit has to list the assumed mortgage's book, page and remaining balance to claim it. That is a small but real closing-cost advantage that a new loan does not get.
The property tax reset is the number to check
Two South Carolina rules change the tax bill on the day the deed records.
The 4 percent ratio starts over. An owner-occupied legal residence is assessed at 4 percent of value under S.C. Code 12-43-220(c); everything else, including the same house as a rental, is assessed at 6 percent and loses the school operating exemption. The ratio does not carry with the deed. The statute requires a new application from the new owner before the first penalty date, and the prior owner has six months to notify the assessor of the change. Active-duty members domiciled in another state are treated as legal residents for this purpose if their permanent duty station is in South Carolina, which covers most Fort Jackson cadre.
The value resets to market. Act 388 caps reassessment increases at 15 percent within a five-year cycle under S.C. Code 12-37-3140, but a deed transfer is an assessable transfer of interest that removes the cap and revalues the home at what the buyer paid. A seller who bought in 2016 is being taxed on a much lower value than the buyer will be.
With Richland One millage, an owner-occupied home in the City of Columbia works out to roughly 1.1 percent of value per year at the 4 percent ratio, and closer to 0.8 percent in unincorporated Lexington County, based on the S.C. Association of Counties millage tables. At the 6 percent ratio without the school exemption the same home costs roughly three times as much, which is why the application matters.
Veteran exemption. A veteran rated 100 percent permanent and total is exempt on the home and up to five acres under S.C. Code 12-37-220(B)(1), with the surviving spouse able to continue it. It belongs to the veteran, not the property, and does not transfer with the loan.
Foreclosure is judicial under S.C. Code 29-3-630, and Columbia is inland: the coastal wind pool does not apply, although the October 2015 floods that FEMA designated for individual assistance in Richland and Lexington counties are a reminder to check flood maps near the rivers.
Entitlement, timelines, and finding them
The seller's VA entitlement stays with the loan unless an eligible veteran buyer substitutes their own; VA entitlement and substitution covers it, and Columbia's retiree and Guard population gives sellers a real chance of finding one. The 0.50 percent funding fee under 38 U.S.C. 3729 applies unless exempt. Servicer timelines of weeks to months are covered in the assumption approval process; how to find assumable mortgage listings covers the search, and current VA assumable listings show the assumed rate and remaining balance together.
This is educational information, not financial, legal, or lending advice. South Carolina tax treatment, exemptions, and loan terms vary by situation and change over time. Confirm the 4 percent application and the reassessment with the Richland or Lexington County Assessor.
Common questions
- Is the South Carolina deed fee charged on the whole price when a loan is assumed?
- No. Section 12-24-30(B) deducts a lien that stays on the property, and Regulation 117-1350 values a cash-plus-assumption sale at the cash alone. The deed or affidavit must list the assumed mortgage and its remaining balance.
- Does the county revalue the house when I assume the seller's loan?
- Yes. A deed transfer is an assessable transfer of interest under Act 388, which removes the 15 percent reassessment cap and revalues the home at market. The new owner also has to apply for the 4 percent owner-occupied ratio.
- I am stationed at Fort Jackson but domiciled in another state. Can I get the 4 percent rate?
- Yes. Section 12-43-220(c)(2)(v) treats active-duty members whose permanent duty station is in South Carolina as legal residents for the owner-occupied ratio.
- Why is the cash gap manageable in Columbia?
- The metro median is about $282,000 and prices rose roughly a third from 2020 to 2022, so a 2021 VA loan typically leaves a gap near $75,000 rather than the six-figure gaps in coastal or Sun Belt markets.
