VA Assumable Homes in Jacksonville, FL

NAS Jacksonville and Mayport anchor a large Navy market with moderate prices. Florida taxes an assumption differently and resets the tax cap on every sale.

A Navy town

Jacksonville's military footprint is the Navy's: Naval Air Station Jacksonville on the Westside and Naval Station Mayport at the mouth of the St. Johns, with Blount Island Command and the Florida National Guard's Camp Blanding nearby, and a commuter population attached to Naval Submarine Base Kings Bay across the Georgia line. The City of Jacksonville puts the military's share at roughly 68,000 jobs and 17 percent of Duval County's economy. Older federal figures counted about 15,000 active duty at Mayport alone.

Sailors rotate on sea and shore tours that generate moves on fixed dates, and the neighborhoods nearest the bases, Orange Park and Fleming Island for NAS Jax, the Beaches and Arlington for Mayport, carry a high density of VA loans from the 2020 and 2021 vintage.

The gap is moderate

Duval County stayed affordable through the boom. The Northeast Florida Association of REALTORS reported a Duval single-family median of $335,000 for August 2026, per the Jacksonville Daily Record, and the FHFA index shows the metro up about 52 percent from early 2020 to the end of 2022.

An Orange Park home bought for $250,000 in 2021 with a VA loan might carry a balance near $228,000 and sell for around $335,000. The gap, a little over $100,000, sits between the Fayetteville pattern and the coastal California one. How much cash do I need covers funding it.

Florida taxes an assumption differently

This is the section that separates Florida from every other market on this site, and it applies to Tampa, Pensacola and the rest of the state equally.

Documentary stamp tax on the deed counts the assumed balance. Florida charges $0.70 per $100 on deeds under Fla. Stat. 201.02. The Department of Revenue's doc stamp guidance and Rule 12B-4.013 are explicit that the balance of a mortgage on the property is consideration for the transfer. So the tax is computed on the assumed balance plus whatever the buyer pays the seller, not on the cash alone.

Documentary stamp tax on the assumed note. Under Rule 12B-4.053(19), an assumption of a note and mortgage is treated as a taxable renewal under Fla. Stat. 201.08, at $0.35 per $100 of the balance, because it adds a person who was not an original obligor. Taking title subject to the loan without assuming it is treated differently, but a VA assumption with a release of liability is an assumption.

The intangible tax generally does not apply again. Fla. Stat. 199.145(3) says no additional nonrecurring intangible tax is due on an assumption when the tax was paid on the original note and the balance is unchanged.

On a $228,000 assumed balance those two stamp taxes come to roughly $2,400, before title and recording. The statute makes all parties liable regardless of who the contract names, and Florida custom on who pays varies by county, so it belongs in the offer.

Save Our Homes resets, and homestead starts over

Florida caps annual increases in a homesteaded home's assessed value at 3 percent or inflation, whichever is lower, under article VII section 4(d) of the state constitution. That cap belongs to the seller. After a change of ownership the property is reassessed at just value the following January 1, per Fla. Stat. 193.155, and the buyer files for homestead fresh under Fla. Stat. 196.031. The Department of Revenue's portability brochure covers moving an existing benefit. A seller who bought in 2016 may be paying tax on a value far below today's; the buyer will not. Duval's effective rate is roughly three quarters of a percent of value, so the reset is material. Voters will also decide a larger homestead exemption in November 2026, so figures here can change.

Florida's disabled veteran exemptions, from $5,000 under Fla. Stat. 196.24 to a full exemption for permanent and total ratings under 196.081, belong to the owner and do not transfer.

Insurance and flood

Florida's Office of Insurance Regulation put the average admitted-market premium near $3,300 a year in 2025, as reported by Insurance Journal, and Citizens Property Insurance remains the insurer of last resort with about 266,000 policies. Jacksonville participates in the National Flood Insurance Program, and anything near the St. Johns, the Intracoastal or the Beaches is worth checking at FEMA's map service. The seller's escrow reflects the seller's policies; the buyer's quotes are what belong in the payment estimate.

Foreclosure is judicial under Fla. Stat. 702.01, which some servicers cite when they take longer on Florida files.

Entitlement, timelines, and finding them

The seller's VA entitlement stays with the loan unless an eligible veteran buyer substitutes their own; VA entitlement and substitution covers it, and a Navy town has plenty of buyers who can. The 0.50 percent funding fee under 38 U.S.C. 3729 applies unless exempt. Servicer timelines of weeks to months are covered in the assumption approval process; how to find assumable mortgage listings covers the search, and current VA assumable listings show the assumed rate and remaining balance together.

Common questions

Is Florida documentary stamp tax charged only on the cash I pay the seller?
No. Under Rule 12B-4.013 the assumed mortgage balance is part of the consideration for the deed, and Rule 12B-4.053(19) treats the assumption of the note as a taxable renewal at $0.35 per $100. The intangible tax is generally not charged again under Fla. Stat. 199.145(3).
Will my property tax bill match the seller's?
Usually not. The Save Our Homes 3 percent cap belongs to the seller, and the property is reassessed at just value the January after a change of ownership. The buyer files for homestead fresh.
Why does Jacksonville have so many assumable VA loans?
NAS Jacksonville, Naval Station Mayport, Blount Island and Kings Bay commuters make the military about 17 percent of Duval County's economy, and sea and shore rotations generate moves on fixed dates.
Is the cash gap manageable in Jacksonville?
More than in coastal California or Phoenix. With a Duval single-family median near $335,000, a loan from 2021 typically leaves a gap of roughly $100,000 rather than several hundred thousand.
