VA Assumable Homes in El Paso, TX (Fort Bliss)
Fort Bliss turnover, combined tax rates of $2.60 to $3.03 per $100, MUDs, and a Texas homestead cap that stays with the seller rather than the house.
Fort Bliss and the El Paso market
Fort Bliss sits alongside El Paso and is home to the 1st Armored Division, which the installation calls America's Tank Division. Its tenants also include the 32nd Army Air and Missile Defense Command, Joint Task Force North and William Beaumont Army Medical Center. The Texas Military Preparedness Commission describes the post as the single largest employer in the El Paso area, and the Texas Comptroller's 2025 military economic estimates attribute 41,527 direct jobs and about $29.1 billion in economic impact to it.
Military OneSource's Fort Bliss overview counts 36,884 military personnel, 42,501 family members, 11,633 civilians and 36,086 retirees, and puts the total population the installation supports at more than 176,000. Most of the post's roughly 1.12 million acres lie in New Mexico, but the main cantonment area sits next to El Paso, and that is where the housing demand lands.
Both halves of that population matter for assumptions. A division that rotates soldiers on regular assignment cycles puts VA-financed homes on the market at fairly predictable intervals, and many of the loans on homes bought in 2020 and 2021 carry rates that have not been available since. A retiree community of more than 36,000, served by the medical center on post, is a pool of buyers who may hold VA entitlement of their own.
El Paso and the towns around it
The listings grid on this page covers El Paso and the El Paso County communities around it: Horizon City to the east; Socorro, San Elizario and Clint in the Lower Valley to the southeast; Canutillo, Vinton and Anthony in the Upper Valley toward the New Mexico line; and Fort Bliss itself. Each of those places sits in a different combination of city, school district and special district, which is why property tax gets more space in this guide than in most. Listings across the state line in Sunland Park or Santa Teresa follow New Mexico law, not the Texas rules described here.
Prices and the gap
El Paso home values rose about 42 percent from early 2020 to the end of 2022 on the FHFA house price index for the El Paso metro. Unlike several Sun Belt markets that went flat after 2022, El Paso kept climbing at a slower pace: the index added roughly another 17 percent between late 2022 and the second quarter of 2026, when it stood about 2 percent above its level a year earlier.
No official agency publishes a median sale price for the metro that we could verify. Redfin figures reported by Stacker put the median sale price at $274,973 for the first half of 2026, an average of the monthly medians, up 3.5 percent from a year earlier. Looking ahead, the Texas A&M Real Estate Research Center's 2026 forecast for Far West Texas projected median single-family prices to reach new highs in 2026, with moderately lower mortgage rates expected to bring the average monthly mortgage and insurance payment down 1.3 percent to $2,100.
Here is how that plays out on a typical assumption. A home bought in mid-2021 for $186,000, financed in full with a VA loan at 3 percent, would carry a balance near $165,000 five years later. If its value tracked the metro index, which rose about 48 percent over those five years, it would sell for about $275,000 today. The gap, roughly $110,000, is the cash a buyer brings to closing or finances separately. That is far below the six-figure gaps typical of coastal markets, and the smaller balance also means the rate benefit is smaller in absolute dollars. How much cash do I need covers funding the gap, and the assumable mortgage rate gap covers when the numbers still favor assuming.
El Paso property tax rates
"Why is El Paso's property tax rate so high?" is, in the words of a UTEP Hunt Institute study, "a recurrent theme in local media." The study counts forty-four taxing entities in El Paso County, and a home's combined rate depends on which of them overlap at its address. Using 2023 rates, it found the highest combined rate in Horizon City inside Socorro ISD, at $3.17446 per $100 of value across six taxing entities.
The City of El Paso Consolidated Tax Office's 2024 rate schedule shows how wide that range runs. Adding the listed rates for three common combinations, before exemptions:
| Location, 2024 rates | Taxing units added | Combined rate per $100 |
|---|---|---|
| City of El Paso in El Paso ISD | City, El Paso ISD, County, El Paso Community College, University Medical Center | $2.5957 |
| City of El Paso in Ysleta ISD | City, Ysleta ISD, County, El Paso Community College, University Medical Center | $2.7465 |
| Horizon City in Socorro ISD and the Horizon Regional MUD | Town, Socorro ISD, MUD, County, El Paso Community College, University Medical Center | $3.0347 |
The largest single rates in the schedule belong to school districts, topped by Ysleta ISD at $1.2315 per $100, with El Paso ISD at $1.0807 and the county at $0.4263. School districts also provide the largest exemption: Tax Code 11.13(b) requires school districts to exempt $140,000 of a residence homestead's value. On a home appraised at $275,000 in the City of El Paso and El Paso ISD, applying only that school exemption to the 2024 rates works out to roughly $5,600 a year, before any local option exemption a city, county or other unit adopts.
Rates move every year. In August 2026 the City of El Paso proposed a 2026 rate of $0.809487 per $100, up from $0.759649 in 2025, which its notice estimated would raise the city tax on the average homestead from $1,751.61 to $1,883.43. An escrow figure set at the seller's last escrow analysis reflects older rates, and older exemptions, than the buyer will pay.
Municipal utility districts
Some El Paso County neighborhoods sit inside municipal utility districts, which levy their own property tax on top of the city or town, county and school district. The 2024 schedule lists the Horizon Regional MUD at $0.662788 per $100 and the Paseo Del Este MUDs at between $0.6278 and $0.75. Most of each MUD rate is the interest and sinking portion, the part that repays the district's debt.
A seller of property inside a district that provides water, sewer, drainage or flood control facilities financed with tax-supported bonds must give the buyer a written notice before a binding contract is signed, under Water Code 49.452. If the contract is signed without it, the buyer is entitled to terminate. On an assumption, that notice is the quickest way to confirm whether a home carries a MUD line at all.
The homestead cap stays with the seller
Texas limits how fast a homestead's appraised value can rise: no more than 10 percent a year, plus new improvements, under Tax Code 23.23. The cap belongs to the owner, not the house. Under subsection (c), it expires on January 1 of the first tax year in which neither the owner who held it nor that owner's spouse or surviving spouse qualifies for the homestead exemption, and a new owner's cap takes effect on January 1 of the tax year after the first year the new owner qualifies.
For a buyer assuming a VA loan, that means the assumption carries over the seller's interest rate but not the seller's capped appraised value. A seller who bought in 2021, in a metro where the price index has risen almost 50 percent since, may be taxed on an appraised value below market. The year after the sale, the appraisal district can appraise the home at full market value, and the buyer's own 10 percent cap starts only in the year after that.
Exemption timing adds to it. A buyer who acquires a home after January 1 can receive the general homestead exemption for the rest of that year only if the previous owner did not receive it for the same year, per the Comptroller. When the seller lived in the home and claimed it, the buyer's own exemption generally begins with the next tax year, and the general filing deadline is before May 1.
Buying from a 100 percent disabled veteran
Texas exempts the total appraised value of the residence homestead of a veteran awarded 100 percent disability compensation, whether through a 100 percent rating or a determination of individual unemployability, and a large military and retiree community means some El Paso sellers hold that exemption. It does not pass to the buyer. The Comptroller's 100 percent disabled veteran FAQ explains that when an exemption that applied on January 1 ends during the year, tax is due on the homestead for the portion of the year after the date the exemption ends.
So a buyer who closes on an assumption mid-year from a 100 percent disabled veteran owes tax for the rest of that year, and full tax from the next January 1 unless the buyer qualifies for an exemption of their own. The escrow account on the assumed loan was built around a bill of zero, so the monthly payment is likely to rise noticeably after the servicer's next escrow analysis. Estimating the tax bill under new ownership before making an offer is the single most useful piece of arithmetic on these homes.
Closing costs: no transfer tax
Texas does not tax the transfer itself: article VIII section 29 of the state constitution provides that after January 1, 2016, no law may be enacted that imposes a transfer tax on a transaction conveying fee simple title to real property. County recording fees start from the base schedule in Local Government Code 118.011, $5 for the first page and $4 for each additional page of a real property record, and the same section lets a county add charges such as a records management and preservation fee of up to $10, so the El Paso County Clerk's total is worth confirming with the title company. Title insurance basic premiums follow the rate chart published by the Texas Department of Insurance, currently the one effective March 1, 2026.
Flood maps and insurance
FEMA released revised preliminary flood maps for El Paso County in August 2025, covering the City of El Paso, Anthony, Clint, Horizon City, Vinton and the unincorporated county, and described them as the county's first complete set of digital flood insurance rate maps. The maps are preliminary, but a home newly drawn into a higher risk zone could face flood insurance requirements once they take effect, and that cost would not appear in the seller's current escrow. The FEMA Flood Map Changes Viewer shows whether a given address is affected.
Homeowners insurance is a large line in Texas generally: the Texas Department of Insurance reported a statewide average homeowners premium of $3,489 for 2025, a preliminary figure. As with taxes, the seller's policy is not the buyer's, and a new quote is part of comparing the assumed payment with a new loan.
Entitlement, timelines, and finding them
The seller's VA entitlement stays tied to the loan unless an eligible veteran buyer substitutes their own; VA entitlement and substitution covers how that works. With tens of thousands of active duty members and retirees around Fort Bliss, El Paso sellers have a realistic chance of finding a buyer who can substitute. The assumption funding fee is 0.50 percent of the unpaid balance on the date of transfer under 38 U.S.C. 3729, about $825 on a $165,000 balance, and no fee is collected from a veteran who is receiving VA compensation; the VA funding fee on assumptions has the details.
Assignment orders set the seller's calendar, and servicer assumption timelines of weeks to months rarely match it. The assumption approval process covers what drives the schedule, and closing timeline: ASAP vs. deferred covers structuring the contract around it. Assumable status lives on the loan rather than in listing data, so how to find assumable mortgage listings covers the search routes, and current VA assumable listings show the assumed rate and remaining balance together. Buyers comparing Texas markets can read the Killeen guide, which covers Fort Hood, and the San Antonio guide, which covers Joint Base San Antonio.
This is educational information, not financial, legal, or lending advice. Texas tax rates, exemptions, flood maps, insurance, and loan terms vary by property and change over time. Confirm the tax estimate and exemption status with the El Paso Central Appraisal District and the taxing units for the address.
Common questions
- Does the seller's Texas homestead cap transfer to the buyer on an assumption?
- No. Under Tax Code 23.23 the 10 percent appraisal cap belongs to the owner, not the house, and expires once neither that owner nor their spouse qualifies. The buyer inherits the interest rate but not the capped value, and the buyer's own cap begins the year after the buyer first qualifies.
- What happens to property tax when assuming a loan from a 100 percent disabled veteran?
- The seller's total exemption ends with the sale. The Texas Comptroller explains that tax is then due for the portion of the year after the exemption ends, so the buyer owes tax for the rest of the year and a full bill after that unless they qualify for their own exemption.
- What are property tax rates in El Paso?
- It depends on the overlapping taxing units. Adding the 2024 rates, a City of El Paso home in El Paso ISD runs about $2.60 per $100 of value before exemptions, the same home in Ysleta ISD about $2.75, and a Horizon City home in Socorro ISD and the Horizon Regional MUD about $3.03.
- Is there a transfer tax on a home purchase in El Paso?
- No. Article VIII section 29 of the Texas constitution bars any law enacted after January 1, 2016 from imposing a transfer tax on a sale of real property. Buyers still pay recording fees and title insurance, whose basic premiums follow a Texas Department of Insurance rate chart.
- Why are there so many VA assumable homes around Fort Bliss?
- Fort Bliss is home to the 1st Armored Division and supports more than 176,000 people, including 36,884 military personnel and 36,086 retirees, per Military OneSource. Assignment cycles put VA-financed homes on the market regularly, many with loans written in 2020 and 2021.
